The Instruments
Measure motion, not activity alone. Every measurement shows its source, its confidence, and its version history — and no measurement is ever overwritten.
The Control Center exists to answer two questions about every piece of work, and to refuse to let the first one stand in for the second.
Every station carries both. An organization measuring only the first can be busy, on schedule, fully compliant — and going nowhere. That gap is what the Control Center is built to make visible, early enough to act on.
Twenty-two required records across five groups. This is the minimum needed to monitor baselines, action, outcomes, confidence and history — published so nothing about the instrument is a black box.
No station is exempt. Each entry in the Register carries a definition, a formula, a named owner, a source system, a direction, a baseline, a target, a cadence, and green, yellow and red thresholds. A KPI that is not in the Register is not being managed.
Thresholds are approved once, in writing, before the Control Center is activated. Changing a threshold mid-measurement is how organizations accidentally prove whatever they hoped to prove.
Four states, each with a defined threshold and a required response. Nobody in a review meeting decides what colour something is.

Required responseEscalate to leadership. Intervene immediately.
Required data unavailable, or confidence below the minimum. This is a data condition, not a performance verdict.

Unknown is a data condition, not a verdict. When required data is unavailable or confidence sits below the minimum, the Control Center says so rather than guessing. The response is a data acquisition action — not a lower grade.
Every recommendation Reoff™ produces enters a queue carrying its trigger, the evidence behind it, a confidence score, and the KPI movement it expects. None of them execute on their own.
A measured exception — a stalled KPI, a missed threshold, a widening Revenue Dam™.

Recalculation rule: preserve every earlier snapshot. A formal review creates a new dated measurement and a new plan version. It never overwrites what came before — which is what makes movement provable rather than asserted.

Every updated result shows its data source, reporting period, validation status, assumptions, and the human approver.
Every strategy is measured to a net figure, and estimated results are reported separately from verified ones. Nothing is counted twice.
The same dollar cannot be claimed by two strategies or two Revenue Dams™. This is the guardrail that separates a financial case from a sales deck.
A cost moved from one budget line to another is not a saving. Only genuine reductions count toward expense reduced.
Directional guidance is labelled as such. Verified results carry a named human approver and an auditable source.
